I've trained like 10 skills, I burned all of my skill points, shit still won't go away. How do I progress past this? Do I have to remake the character?

Make sure you were training the skill the tutorial told you to train.
If that yields no results, submit a support ticket. CCP cannot into quality control, so there's a good chance the tutorial is bugged.

I mean the problem is most like that you are just missing the final thing like

If you actually believe that the tutorial is fucking you then make a new account but unlikely that you will progress past this phase anyways because it's probably not the tutorials fault you lack reading comprehension.
Alternatively send a ticket to CCP if it's bugged so they can fix any bug that might be there.

But again 99% you are just not reading the entire thing and missing something very obvious

I think the issue is I right clicked and selected Inject Skill instead of Dragging it like the tutorial wanted. I tried to buy a new Skill Book and reproduce the drag and drop to no avail.

Yeah I just did the tutorial on another character and drag-n-dropped instead of right clicking and it worked just fine. I suppose I don't know if that was legit the issue, but it works now, so as long as nothing else goes wrong, should be fine.

Injecting just takes the skill and adds it into your characters trainable skills.
Basically just removes the skillbook from your inventory and adds it into your head.

If the tutorial asks to train spaceship command to lvl 1 or something you still gotta actually do the training.

You can (and should) inject all skillbooks you don't plan to sell or something but you don't have to train them immediately.

Looking again, I did train the skill. But I didn't train it first, I did a different skill first. How picky is the tutorial?

Very picky. It was completely fucked when it was first added, it would become uncompleteable if you didn't do exactly what you were told at every stage.

No idea if it would get mad about that, haven't done the tutorial in years.

we only got the wardec a few minutes after some bullshit with an already established war happened so they probs paid PIRAT and most likely for citadel kill too

Losing a citadel isn't big deal
just have your boys come and fight for it at one of the reinforcements and if they just shitstomp you then take the loss and build a new one later.

Some frigates and cruisers is no big deal to lose, just don't bling your stuff or bring anything you can't lose.

I mean the war against Pirat because they are actual PvP alliance so they might actually attack.

So they come for the citadel once, then the next reinforcement see if you can get the corp to come and def and see if you guys can get a fun fight

the other corp is PvP too and constantly harrasses/attacks but they are too small to actually get a citadel kill

There are no actual PvP alliances that can't kill a citadel

Mercenary corps are usually bit better in PvP though their motivation usually vanishes as the money does as well so they aren't interested for too long

So I'm thinking about jumping into EVE, I have a few friends who play and I'm a spreadsheet enthusiast anyway so I've been dicking with the following idea:

Pickup the game plus a month of the omega time thing, plus enough PLEX to buy two skill injectors(?) so I can dump it all into Cybernetics V as one of said friends has a set of +5 implants(?) for me.

Do I need anything to use injectors/is this plan acceptable? I assume if the modifier for cyb is *3 it'll take two to max with a little left over. I'm interested in regional trading so I'm not too worried about losing the implants either. Do the training boosters (I think they came in the core packs a while ago) still exist too?

That about works if you are interested in sitting in stations like you probably will be if you want to get into the trading game. You can always clone yourself out from the implants as well if you want to try something bit more riskier (thought usage of jump clones has small fee and bit of skills you need as well)
The full set of +5's is worth about 600 Million or so which is enough for like bunch of small ships, 2-3 battleships with fits or 1 pretty basic kit of Apocalypse Navy Issue (best ship in the game)

That being said a single plex purchase is worth about 2B so you could technically buy them yourself as well (not that getting them for free is bad)

Just remember you got them in the head and act accordingly, since you have researched the game quite well and have some friends ask them or research some safe flying as well so you can keep your pod.

if you plan on equipping +5's implants, never ever undock with them
