Make sure you were training the skill the tutorial told you to train. If that yields no results, submit a support ticket. CCP cannot into quality control, so there's a good chance the tutorial is bugged.

I think the issue is I right clicked and selected Inject Skill instead of Dragging it like the tutorial wanted. I tried to buy a new Skill Book and reproduce the drag and drop to no avail.

Injecting just takes the skill and adds it into your characters trainable skills. Basically just removes the skillbook from your inventory and adds it into your head.
If the tutorial asks to train spaceship command to lvl 1 or something you still gotta actually do the training.
You can (and should) inject all skillbooks you don't plan to sell or something but you don't have to train them immediately.

Losing a citadel isn't big deal just have your boys come and fight for it at one of the reinforcements and if they just shitstomp you then take the loss and build a new one later.

Mercenary corps are usually bit better in PvP though their motivation usually vanishes as the money does as well so they aren't interested for too long

So I'm thinking about jumping into EVE, I have a few friends who play and I'm a spreadsheet enthusiast anyway so I've been dicking with the following idea:
Pickup the game plus a month of the omega time thing, plus enough PLEX to buy two skill injectors(?) so I can dump it all into Cybernetics V as one of said friends has a set of +5 implants(?) for me.
Do I need anything to use injectors/is this plan acceptable? I assume if the modifier for cyb is *3 it'll take two to max with a little left over. I'm interested in regional trading so I'm not too worried about losing the implants either. Do the training boosters (I think they came in the core packs a while ago) still exist too?

That about works if you are interested in sitting in stations like you probably will be if you want to get into the trading game. You can always clone yourself out from the implants as well if you want to try something bit more riskier (thought usage of jump clones has small fee and bit of skills you need as well) The full set of +5's is worth about 600 Million or so which is enough for like bunch of small ships, 2-3 battleships with fits or 1 pretty basic kit of Apocalypse Navy Issue (best ship in the game)
That being said a single plex purchase is worth about 2B so you could technically buy them yourself as well (not that getting them for free is bad)
Just remember you got them in the head and act accordingly, since you have researched the game quite well and have some friends ask them or research some safe flying as well so you can keep your pod.
