Sanae has a better reason to get involved in incident solving than Sakuya though, it worked in IN because she was working with Remilia, but besides that she would normally be staying by her master's side over going out and saving the day.

This is why Reimu is the better girl. She knows how to have a good time and would be fun at parties!

According to ZUN he really dislikes using Youmu because she is the hardest character to write for.

Issue with Sakuya and Reisen is they don't have any particular reasons nor do they care for getting into incidents unless they're directly connected. It strikes me ZUN chooses his protagonists more based on what he wants to write then who is more wanted.
