It just says 'void ability kills cause enemies to explode' but I've used it to kill enemies, and the challenge won't complete. It's a little annoying.

"Proc" doesn't specifically mean percentile chance. It just means "X happens when Y". This can be applied to RNG, as is "X procs 10% of the time"

Anything that happens in Destiny that's worth mentioning ultimately involves the players in some way. It's not like in Halo where we saw a tiny little slice of a massive war spanning the galaxy and that left ample space to write military sci-fi in.

There's something around a thousand years of lore before D1 with its own heroes and stories, though.

Go to DestinyLFG and join a random group. It's 3x faster and 3x less buggy. In guided games you're likely to be thrown in with Spaniards that speak no english and get kicked from the group 30 minutes in by error code beaver or some shit.
