He doesn't lose to Rashid in fact it's so stupid that Rashid's anti-fireball roll cannot be used against him because booms recover so fast and it's so slow.

Also, Guile has the potential to keep Balrog in the corner with his good pressure (Balrog has poor defenses). I don't think it's bad for ever of them, the matchup might be 5-5 or Guile could have a very slight advantage over Rog.
