You can reroll on the regular ability summon banner right now for a Meia job but you'll probably pull a Wol job every time just because there are so many more of them than there are Meia jobs. Recently when a new job comes out there's a boosted banner where you have a higher chance of getting the newest job, which is why I recommend waiting for Santa Lucia since she'll probably come with a banner where she's more likely to appear.

Pretty likely, the story chapters and Novice's Hall will probably net you enough tickets
