Specifically noticed it's like that for Taliyah's threaded volley. The rock is clearly a single target skillshot, it just makes a splash when it hits said target.

I miss AD Malz being a thing

It's a decent rune, nothing more and also nothing less. It's essentially just movespeed quints that have the added benefit of giving you a cherry on top of some extra AD/AP if you play someone like Hecarim or Singed that hit really high MS.
