I’ve played Payday: The Heist years ago, but never PD2, despite having it on Steam.

Is it your game worth starting in 2017?

Is it playable like Dota or is it filled with micro transactions/DLC and unplayable without paying money like Hearthstone?

They changed to have all DLC in a single bundle now, so DLC isn't much of a problem and sometimes we get codes dropped here, also the game is largely diferent from the heist, and there's a buttload of content and stuff for you to leanr, as long you don't joing high dificulty lobbys you should be fine for the beggining

Not really. You'll miss a bit of variety in masks and weapons but you have already enough to be good on the hardest difficulties. Peoples can host dlc heists so you don't have too, the only hard thing to swallow is the lack of free grenade launcher but even then, you can still find smart ways to compensate for this and still be the hot stuff of the game.

You'll miss out on the p2w weapons like the custom shotgun ammo, crossbows, and fire nade launchers but there are free weapons and base game weapons that are still good enough for the harder difficulties.

h3h3 is supposedly an exception and the game is in its dying throes because Starbreeze is spending all their effort on VR shit, a PD3 that'll come in several years, and the dead game RAID:WW. Content updates are now spaced out in half years.

If you REALLY want to play, just do the tutorial and familiarise yourself with the game a bit before deciding to give Starbreeze your shekels.
