I think they mean hitstop. When you strike a weak spot with a strong attack, like the superpound, your character momentarily freezes in place to emphasize how strong your attack is. However, they've drastically increased the hitstop in the early World-demos, so it looks stupid.

I'd rather have a huge spurt of blood on a weak spot hit than that stuck in place rubbish. WTF Capcom?

In this specific circumstance it actually wouldn't. Ideally they would fix the hitboxes on that specific attack, reduce hitlag, and increase your forward momentum so it actually looks like each attack is connecting.

Which game? If 3U, definitely. In 4U, it might be handy, but I have only used it for one set
I prefer honest, tight hitboxes to crutches like that. The same happens when you stagger a monster with the wind-up hit of the superpound so the main hit misses. It feels like shit, but I wouldn't enjoy having a ridiculous hitbox to compensate for that. It would feel like cheating

Worlds hithalt is probably in its early stages, but it seems more evident from the hammer webm that they just increased its range a little.

The hitpause in World seems like it would be a death sentence in late game hunts against fast monsters with high stagger thresholds. Capcom better be properly play testing this shit to get it right or I'm going to be mad!

desu weapons like LS and SnS should have barely any hitstop, because hitstop actually completely fucks their DPS

In 4U it fucked with LS, Lance, GL, and SA especially, SnS still was decent but DB had way less hitstop

The problem with hitstop in MH is that it only stops YOU, meaning that the monster can still move freely and slap your shit while you're frozen. It looks stupid.
