Not every new quest they make has to take place after all of the current quests.
They can make new quests that still take place in the 5th age.

I wish Runescape’s content would “reveal itself” upon quest completion, so that you had to physically progress through the 5th age quests, and things like Tuska or the giant crater in Lumbridge wouldn’t be visible until after completing The World Wakes.

Also I know it’s been several years and it’s been mentioned multiple times already, but I really, REALLY hate that the staff of Armadyl, used to slay a god, is only T75 and weaker than half of the weapons in Runescape.

i think he means you would have to do a bird and the beast world event style quest before gaybirds tower and shit showed up in the world

actually, forgetting about the avatar thing it would probably be weirder to do missing presumed death and then you see bandos' severed head and to someone who didn't participate in the world event he just immediately died in a single cutscene

it says in the quest description that it happens in the past
if the new payer didn't read that then it's his problem
