I'm a bit late, but nobody pointed out some extremely important information this table gives you in regards to shots to kill.
In this game, 25, 34, and 50 damage are the magic numbers for 4 shot, 3 shot, and 2 shot kills on one armors, respectively. Prior to White Noise, equipping a suppressor on most pistols would drop it below one of those thresholds and render it unusable, but now you've got a lot of options open for you.
The only pistols you should avoid using a suppressor on now are:
>P226 (2>3)
>M45 (2>3)
>P229 (2>3) as if anyone would ever decide to use this thing
>RG15 (3>4)
