With 235 power strength and CP, you can remove 100% of armor from an enemy permanently if you use it while they're on Hallowed Ground. Or two without CP as long as you have 170%.
Even without Hallowed Ground, it still does radiation which means those enemies are more likely to hit each other than to hit you after you've done the slam.

If anything of his needs to change, it's his energy costs as a whole. The second anyone else in your team takes damage, let alone multiple people, your energy will tank if you're not being hit constantly for Adrenaline/Rage to proc. It costs more to heal other people than it costs to heal yourself, which is just icing on the aids cake.

His 4 is one of the best methods of removing armor as it even works on bosses. It provides good aoe cc to enemies which now have no armor and will shoot each other to death. I wish the heal orb drops didn't require killing the enemies and instead just dropped off like.. 20% of enemies hit, so it was consistently giving orbs, but that's a minor gripe.

One, don't be a faggot who compares others' skills when they have different purposes, especially when it's not even a comparison contest, just showing that there's a lot more to it than what the original guy said. Literally every character bar 5 or so is shit and should have their abilities reworked if you just compare someone else having a variation of the same ability.
Two, Frost doesn't come with the ability to heal the entire team for 100 hp/sec regardless of their distance, give them 500+ armor in the process, and give them a 4 second Nidus immunity passive (even if the cooldown is shit). It requires more strength investment for that and the armor reduction only lasts for the duration of his freeze. Oberon's is permanent.

Every CC in the game is irrelevant by your logic, because you can just bring a weapon that kills everything instantly, and death is the best CC.

Icy Avalanche applies additional EHP like Iron Skin and gives status proc immunity while Avalanche already CCs enemies and makes them take more damage, you can recast Avalanche to refresh the CC if enemies are high enough level to survive, you don't have to heal anyone if they take no damage in the first place. His globe still remains useful when built this way.

too bad the -armor on avalanche is utter shite without maxing power strength and at that point you don't have enough efficiency to even cast it reliably

but it's not just press a button it requires very specific build set ups to pull it off in a proper fasion. and you're assuming single weapon, pole arms with loads of range can almost match Oberons 4 and they can shred just as well.

I never stated that it wasn't useful, i'm saying that design wise it's incredabley boring and it's showing obvious signs that it's from a bygone era, I'd make the same case for rhino, Frost and Volts 4. They're all the same shit but slightly different.

energy is no longer a problem thanks to the zenurik and energy orb droprate buff, zenurik plus energize means you can easily spam abilities with only 45eff

Up until the Gara nerf, Frost was completely invalidated and literally no one would justify bringing him without getting laughed at. Frost's entire reason for existing is his globe.
Keep spamming your 100 costing energy - or is it 155 because you've got the 250 power strength + 260 range you boasted about? You're certainly not running Adrenaline or Rage like Oberon for constant energy gain, so you must be relying on a Trinity to keep up that 'permanent' armor reduction. Because with your 250+ str, 260 range, you must also have fit in a ton of duration, too? You're definitely not casting it every 4 seconds right?
Why bring Frost for CC when you can just bring Loki to disarm everything? Why bring Frost when you can bring Rhino who can CC everything for far longer with less investment while never dying? Why bring any CC at all when you can just bring Mesa or Chroma and kill everything? You don't need CC if things are dead :^)))

Oberon has a use outside of his 4, his 4's ability to remove all armor is just a benefit of building for strength, which he does anyway for the infinite range healing, armor and free revives again. Frost has to choose whether he's building for range and CC or building for globe

Bringing up Frost out of literally nowhere is irrelevant. He could have picked literally any character, but he just chose one because 'haha you mentioned the usage of a skill, I'll list someone similar and say yours isn't needed!'

The explosion actually has a status chance, so don't trust the UI's lies. It ain't really gonna crit unless you're running with 4 crit cats all the time. So yeah, roll your riven for status and multishot more than anything, but utility stuff like reload speed and magazine size isn't terrible either given its role, and use it to proc ur status of choice. Personally I just have it built for pure damage, and I accept the fact it drops off really hard against high level mobs (I consider any frame spamming a sonicor whilst bullet jumping through a level as something equivalent to World on Fire with its knockdown augment on, conceptually.), because the spammable guaranteed CC is the best thing about it.

The crit profile I have is just for mesa.

you say that ironically but that's actually the best way to play, because killing everything is not only a good way to CC in almost all cases, it also has an advantage over non-lethal CC in that it generates drops. That's why Avalanche is the best CC in the game, it kills things, and those things strong enough to survive remain CC'd long enough for you to recast.
