I actually address this in the fanfic light novel im working on.
My interpretation is that Mahiru basically used Sato's feelings for her to keep her around to protect her from bullying.
Mahiru feels guilty that she basically led Sato on, by hanging out with her and being cute with her, but never taking things to the next step.
I think that adds a little more interesting depth to Mahiru's character and the whole Sato situation.
