there IS immigration with closed borders, a fuck ton of it. closed borders are horribly ineffective. that's the other thing that bothers me about hpm, features whose effects are all but entirely negligible, like the colonial migration NF. if you use it you're just wasting an NF, fucking stupid to even have it in the game.

Basically, the bigger the scope that targets pops the less effective you will be because there's more people to deal with. That's to try and get a "realistic" amount of population killed. At some point I will probably devise a way of making also adjustable or scalable based on the makeup of the province, with more efficiency in provinces with a majority of your culture.

They have one or two failsafes to annex South Peru if they win the war of the confederation. They shouldn't have problems annexing them as is.
The way NNM does it is that the polish minors make it possible that poles don't assimilate there but that poland might still ally Austria/Germany if freed from Russia. Poland can easily get cores there through a decision if they become a GP (or if the minors are freed and are in the same sphere as Poland).
Anyway I'd need more detailed information on the area to change the make up. Like actual population statistics, closer to 1836.
