30 paid quartz allows you do one 10 roll, and you will get a 5* servant from a specific list. In JP they get two paid gachas a year, one during New Years. But in NA they moved it to Thanksgiving so we just had it a few weeks ago. Some people are thinking we'll get another paid gacha during New Years but I doubt that will happen. Most likely we'll have our next paid gacha some time next year, maybe around the 4th of July.
