I'm guessing Mami's whole new deal is meant to be the foreshadowing of something that has already happened in the future, as in, Madoka and Homu's ascension to a new level of meguca'ing.

Of course, Madokami will still be much more powerful due to having much more potential in the future timeline, but this is the same type of transformation, just to a much lesser degree.
