Kokoro was limited so you can't get her at all

You can see who is and isn't in each gacha's pool by tapping on the exclamation point by the gacha's expiration date (or the text that says 期限なし for the 3* ticket)

Depends on how they do it. If the 3*+ ticket is going into the 10% 4* ticket gacha, then it stops at Tsugu and no limiteds. If they just use the standard pool for it, then it has everyone but the limiteds. That Kokoron was a limited.
