how to you apply/use them? how to tell which costumes let you apply a custom name?

Costumes with a name tag are the personalised nurse, a few gym outfits and the one piece elin swimsuit with black or white costumes, both dyeable and non dyeable.
Once you try to soulbind the costume it will ask you to write something on it, I'm not sure what's the max amount of letters.

It comes from the weapon box called "alternative weapon skin" or something along those lines.
It was retired from the shop a little while ago and it comes back during sales and events in the future I guess.

i recommend Manahan for now as well since its a Event server with bonuses and you get a free transfer to the other servers later on when the server ends.

not directly, for +6 its a combination of 2 items.
one is the permanent changer that allows +3
and the other are the temporary ones that you can stack 3 times with +1
you can also go +15 since there is another item that gives you +3 on each use and you can stack it 3 times. the 10minute one is only for heigh as far as i know.
