According to the wiki the best quest to farm Bond Points (excluding not repeatable quests) right now is Bountiful Sea in Okeanos with 34 BP per AP (615/18).
After London releases the best quest will be Hyde Park with almost 35 BP per AP (695/20).
Also mentioning this just in case but it's really not worth farming that right now, especially considering we don't have the Bond CE yet, I was mostly searching the information for curiosity's sake if anything.
