Deluxe skins override the normal skin, prime or not. Things like immortal skins can be used while retaining prime bits, and some tennogen allow you to toggle prime bits.

You can even use a base skin on a prime

Change region in options menu. I think it only changes your chat server region, which is the part that matters anyways.
