Does anyone else experience bad lag? My skills have like 1 sec delay and I get spiked every 5 sec, not to talk about freezing during some boss phases and awful fps/ping drops. It's getting worse by every maintenance they do.

yes its safe and the only reason bns buddy has a login window is because ncsoft removed the option to login at the character selection menu
if you really think its going to steal your password, then just dont use the "remember me" option and disable automatic updates in bns buddy's options

The only cosmetics I want come from dungeons I can't clear due to lack of gear and/or personal skills. As for gold, I doubt I can get enough to bribe anyone.

Evolving weapons removed until you hit the cap yes.
Accessory jewels have limited use for select elemental gear before raid level,
but it's possible to skip those accessories and go straight to raid gear.
If you're strapped for space throwing them out wouldn't hurt you that much.
Weapons on the other hand, there are a few late-story weapons you can use,
so just make sure to check the equipment paths to see which ones they are.
Off the top of my head, Gunwon weapon.

Run tight circles around Bomani and CC him whenever his bars open.
If you miss a CC window you'll have to deal with a punishment, be ready.
Save your deadlock for when he casts frost storm.

I heard that you still require most raid equipment for it to even be worth it, even if you know how to deal with his moves. Is this true?

In regards to that whole dungeon, probably. Although it's technically possible
to beat the bosses with lower gear, the amount consecutive perfect reactions
you need to get through some of the boss phases are made excruciating
when you can't burst through them.

If you don't have the gear to faceroll Bomani,
you will probably die to Yeoharan if you make two consecutive mistakes,
in a fight where you will probably need to avoid a hundred attacks.
