As far as inter-franchise dick waving contests go, Fallout is actually pretty low. I don't really know of another series featuring power armor that WOULDN'T beat even the Enclave's advanced armor. Even a small group of Space Marines from 40K would hilariously shitstomp even the pre-war United States. A single SPARTAN II from Halo is like a Courser on (literal) steroids, also clad in a PA tougher than any in-game suit while being just even more nimble than regular armor, and then having a fucking energy shield on top of it.
So yeah, Fallout can't really compete with other series, but I think a part of its charm is that everything in it isn't stupidly fucking overpowered beyond what's realistic.

It's not just vertibirds, you can also hear how frightened he is if you go up onto any tower, like Trinity.
