Because I don't think we should really count the BAN-TYO Digimon, they're more like alternate formes instead of a proper final stage, like Bancho Leomon to, say, Saber Leomon.

This is ambiguous though, armors are their own stage even when most of the time they're equivalent to adults, and almost all of them (except gold armors) can evolve further. I don't think you could really count them as a final stage, but as I said it's super ambiguous.

I know that much, but it's easy to see there are evolutions that are more likely to happen than others. It's easier to have, say, Agumon evolving into Greymon or Numemon instead of Ikkakumon.

Using jogress of Adult + Adult only for the 02 lines just feels vestigial, as if anime rules applied to a select few species despite being in a completely different setting. V-mon wasn't added to that line, it was given it's own line and is a separate thing from Ulforce because of Ulforce's popularity.
