The part of Net Neutrality that was repealed was the part that Obama put in place in 2014/5 to stop companies from limiting internet speeds (this is something the UK experiences anyway, Virgin Media has been notorious for throttling their speeds.) but the issue was it was stopping smaller companies/start up companies from joining in to make companies for running internet connections. Now, because Trump is a Capitalist, this was repealed so that companies COULD join the market.

Because, when you think about it, if companies start limiting their connections, people are going to move to the company that DOESN'T limit their connections.

Term was coined in 2014.
