She's only tanky after the first two seconds and it only works because of her balls. Genji and D.va can burst her down faster than she can recover if all she's doing is sucking crotch juice..

Also her rockets are broken into a bunch of little rockets so if you want significant damage you need to aim all of them while aiming a shotgun cannon.

So D.Va takes more aim I guess.
