Because she's nowhere near as popular as Togami and Kirigiri, and the idea of Weedman getting his own LN was a novel enough idea to get peoples attention. Toko of course is Kodakas favourite out of the DR1 survivors, so she got a staring role in DR UDG.

I think Kodaka felt bad that Aoi got shunned to the sidelines so much, hence why she played such a pivotal role in keeping Naegi alive in DR3. Her taking on Juzo despite how her NG code meant she'd die in one hit was pretty ballsy.

Maybe she'll show up in UDG 2 if that ever becomes a thing. I can see her athleticism lending itself well to the gameplay.
