Yes also any race (except dwarfs) can become a necromancer or vampire. You just don't see them for a number of reasons, both in and out of universe.

I didn't play table top, whats up with swarm units and how is it any different from how expendable units work now.

It means making lots of small models which CA won't do because it would be too much work and tax their engine.

Warscape engine probably can't handle swarms because it's literally hunderds to thousands of individual things crawling across a field.
