Fief of Forgetfulness? Right at the bridge near the "start" of the city there are stairs that lead to a walkway that goes under the bridge. From there you can safely jump down onto some small rooftops that lead down to the ledge where you need to go, just follow the collectible sparkles. Also make sure the tide is low, it's inaccessible at high tide.
