If you're talking about the old picture of them in the stand at the festival... This doesn't really mean they're friend. Misha was (obviously) into Shizune long before her confession, and in the student council. Misha was there for shizune/her council duty, not for Lilly.

Unless there's another reference about anything Misha/Lilly, I don't see them as friends at any point.

Shizune having Empoleon really fits their character. I can see them using mons like Alakazam, Salamence, and Gengar, too. Just generally powerful shit. They wouldn't devolve into a smogondrone though, don't worry.
