Dunno, I have the same problem as well. Whenever I close the game I get this 5 minute loading screen (timed it) which "downloads" data and if there's any "Data Download Error" message it get stuck until I close it.
I'm afraid to open my game while on mobile data because of this shit, I try to keep it open as much as possible.
