But its fair. You don't need those characters to beat the game, and if you really want them you can spend money for them. The fact that you can roll your chosen character with just a single ticket, not even 3 quartz makes this game better than others for me. Plus, this game barely has any powercreep, you don't even need to roll for servants like Merlin to beat challenging shit if you don't want to.

The rates are 1% for everyone, including whales. Its just that whales spend money to get more quartz to have more chances to get the servants they want.
