Look at Balrog from SF2, a black guy with very exaggerated lips that wants to fight for money while being a Mike Tyson caricature. Or E. Honda, a japanese sumo fighter that is so overly traditionalist he seems to come out from a satirical vignette.

Those characters were purposefully made like that, and people ended up liking them for what they are.

There are people who want a more "serious" take on Street Fighter, and while that may not be resulting in bad results those almost comical character designs are what gave the series such a personality to begin with.
