Sokol knows its an arc cutter. He designed it to be an arc cutter. Bain is the one who keeps calling it a drill. One could argue the plasma laser technically is drilling through the vault, but "big fucking arc cutter" doesnt sound as good as "big fucking drill" in a game heavily focused on drilling.
Find other issues of the game to be upset about instead of this one.
