Going for an AA approach, full DEX is better though. ~3000 crit attack + ~2000 bonus damage from maxed Concentrate, but your kicks would be pretty weak.

did you previously have one of the older plugin managers or anything old like that? you might need to remove that stuff. i did like you pretty much dropped it into the data folder without renaming the file.
i am assuming you have the current plugin release setup so other plugins are working, otherwise try cleaning up your folder of older instances of plugin stuff. try deleting your SumAni.ipf from the data folder and restart the game.

Anyways, S3HL2Fencer3 is common, with R9 being either Shinobi or Matador1, up to you. Matador2 is not nearly as beneficial as Fencer3 is, with the upcoming buffs the damage may be comparable, but there'll be a fair amount of waiting for cooldowns with Matador2 instead. Some people still enjoy it already anyways though.
You can also go Barb for some aoe/cc/crit rate boost instead of Highlander for skillspam, or Corsair if you like Pillaging/Jolly Roger. There's a lot of flexibility in general.
