LC killing my retaded AM carry twice and getting level 14 twelve minutes into the game isn't okay no matter how you look at it. The game is very fast now and trash heroes like BH, Tusk and Chen cannot function well because effectively there is no difference between early and mid game anymore.

it's decent if you're having a rough lane, it makes you able to show up in mid game fights and you farm the jungle faster, i believe it pays for itself in time
it feels very weird to buy because it makes your battlefury 2 minutes later but in my experience it makes up on your bf/manta timing, it's an "investment" item
tl;dr: bf 2 mins later, bf+manta 3 mins earlier, bf+manta+basher 5 mins earlier, ofc with the fighting/pushing benefits
