If you're only running one goad you're getting about as much damage as a +atk Gordin would with hone attack. Without quadding you shouldn't expect to see outstanding damage.

Honestly, he's better off capitalizing on his amazing defenses by using the Guard Bow. Brave Bow requires a lot of Goads and, imo, is generally less effective than Guard Bow + Wards.

Even without CC, Guard Bow+ is his best weapon, he just won't be able to use it to its fullest by being able to bait melee enemies. Triple DD3 with Wary Fighter still works just fine in baiting most 2 range enemies.
