it's a mod, and from that pic I can tell it looks like shit since it still suffers from the inability for the cloth over t he breasts to hang down naturally, and is instead affixed to them so it looks awkward, just like that one other outfit that had a similar design.

Nothing modding can't fix though that comes with its share of problems. Regardless, sega has been pretty lazy when it comes to modeling outfits especially on basewears.

This game has some of the worst texture work ive seen in ages. There's so many outers and basewear that look terrible when you take more than a second to look at them

Worst part of it is that the game is already huge and if they were to double or triple the resolution, the game can end up going over 60-70GB.
