Putting characters sooner to level 80 makes them start gaining emp sooner. This effect doesn't exist in 5*, because they're already gaining emp.
That's literally the only special ability the book has. It make characters gain emp sooner. Unless you use it on a lvl 80+ chara. Then you waste this ability.

Xeno diablo? If you're able, get at least one true xeno katana. If you're a weak newshit, try to leech materials to buy 2 katanas from the shop and I guess keep them seperate at 0*
