How would you feel about unit caps?
That is, you can only get x amount of elite units, where x is determined by the amount of buildings for that elite unit you have.
So maybe only one dragon per dragon building, but less dramatic elites might get 2 or 3 units per building.

Would require a fairly significant rebalance. Most units are balanced around cost and depth into the tech tree. If Elite units were also restricted on top of that, you would need to make them even stronger, which then leads to the issue of larger empires being near unstoppable.

Core units = infinite
rare units = limited
would require massive rebalancing

Also Mortal Empires is much better as Empire than TWWH1

Medieval 2 had the best recruitment system, it actually forced you to utilize your entire roster for a good portion of the game, and even into the late game you couldn't just recruit the best units exclusively. But then it also didn't have passive replentishment.

Good factions are too strong.
Try some of the mods to nerf Dwarfs and buff Greenskins and Skaven, then things get REALLY interesting.
For your current game though, fight the Dark Elves, they're very interesting to fight as Empire.
High Elves are a good fight too, and easier campaigning as Ulthuan is warm and comfy.

Passive replenishment is one of the worst changes they've made IMO
In M2 it added so much strategic depth in that you would have to ferry depleted higher-tier units back to somewhere you could replenish them, and it made me feel like I couldn't just waste them fighting shitters. When sending an army out to fight you had to consider reinforcement.

It results in sort of silly things too, like having to protect depleted units and a few other silly things. On the other hand, lack of replenishment would probably make the AI even worse at coping, and would maybe make single units hard to balance.

yeah the Dwarves in particular seem not only good on the battlefield but their campaign AI is voracious. They gobbled up the whole Orc desert, are trying to muscle into Sylvania, are trying to burn down Athel Loren, and are now sending stacks up north to take the Norscan territory I've sacked. Even though they are my allies I'm happy to see them occasionally lose to Vampires and Wood Elves. Maybe there's a mod or something that makes them want to stay in the fucking mountains where they belong.

Norsca shows how passive replenishment is nicer. Nobody wants to waddle all the way north after a hard day's raiding just to lose all the money you got sacking shit to upkeep on the trip back. Hell, I wish outposts had normal recruitment times instead of global recruitment times, not sure what the real benefit is there (cost?)

I'd kill for some kind of logistics system with the ability to build forward bases or outposts but ehhhhhhhhhhhhhh hard to say how that would really work with their strategy layer stuff. it does need a few more simple systems for depth's sake.

It definitely made campaigning require more planning. These days I can just set up camp and wait a few turns to get back to full strength. Imagine if Napoleon could do that during his grand campaign into Russia!

Are Beastmemes way worse off than Chaos in campaign or is there something I'm missing? Beasties can get tons of growth very quick but don't have the favor to spend it. Chaos gets enough favor within 20 turns to be set for the next 50. Mid game chaos is replenishing 30% of their losses without a special event, and their infantry takes minimal losses at this point in the game.

The only thing I see what beastmen have is cheesing the AI with attack ambush and invisible encamp ambush fails, along with the chaos invasion to help you mop shit up.

This pic makes me wish we could have demon armies right now. The chaos invasion doesn't feel complete without them.

Ferrying your units back and forth was actually very fastidious given how long it took to build recruitment buildings in the conquered towns. It also made high-end, rare units less viable.
I'm fine with auto-replenishment but they should definitely reduce the rate. At the moment crippled armies replenish in a couple of turn which makes it pointless to wage attrition battles against the enemy.

Took Miko from Takeda, killed a general and his Hero Yari Cav unit along with his seasoned stack
Little did I know the main force with Takeda himself was just a little to the north, he came down out of the fog but far enough away for me to retreat
I demolished all the buildings and farmland as I went and made my way to a bridge to hold because I know I can't withstand a siege or open battle with their force
It is here now that I hold this bridge with my Fire Mangonels and Samurai Bowmen with acouple ashigaru units in reserve
From this victory or defeat rests my entire campaign for Takeda will be to weak to keep all his holdings in the north and I have fortified Izu and Sagami along the coast and it is well manned

they literally own the entire middle and north of Japan, I was stuck in my area, they gave me little choice
the battle went well, as usual they tried a frontal assault and failed, they did manage to use one of the other river crossings and send infantry and one unit of calvary around to hit the bridge from behind
My Mangonels almost took out the bridge which would have forced me to reposition and a chance for Takeda to out maneuver me with his Calvary so I told them to stand down
Unfortunately for them all my Samurai were hidden in trees along the bank of the river and they walked into all of my infantry and got routed
They almost broke through the bridge but I had two units of Katana samurai to bolster the 3 unit deep spear wall I setup on my side of the bridge. After the ashigaru spear wall fought to the last surprisingly I dismounted my general to join the fray and rally some of the men that wanted to flee, again the fight turned against us and finally I gave the order for my Bow Samurai to draw their swords and defend the bridge and their General.
I won't forget the those brave yari ashigaru that fought with the hearts of Samurai ;_;7

I get why people like Med 2s replenishment, but it was such a pain in the ass. I would like something a little more in depth than what we have now but maybe not to that level. And it also fits the time period.

Nothing will be worse than Empires system however.

We have to mod in decent AI recruitment and fucking changing building icons.
They're fucking lazy, and that's just how it is. Fortunately, modders have the tools to ameliorate that, and the game should be close to what it should have been in 2 or 3 years.

Marching 2 Knight units at half health across the map to the nearest castle with the right level building so they can sit there for a few turns to replenish and then march them all the way across again.

Divide et impera has a good system where it takes people from a population class of any region to replenish troops. Do elite troops need replenish from a small noble class and levies from a large peasant class.

Makes it less tedious but still has some depth.

Are mangonels worth it? Usually I would just get some extra cav or something like that.

How do make campaigns after 30-50 turns enjoyable. It's only ever fun for a while and then it's just streamrolling. It's not only TW problem, all strategy games have it.
