cause 3 speed is clearly superior to 1 and 2 speed. It's not even funny.

A bit of both.
The game has a steep learning curve and high skill ceiling, but there's a lot of variation for player skill in casual matchmaking. If you just jump in and try to learn, you'll eventually get the hang of it if you stick to it and don't go in expecting not to get killed every round to begin with.

No great secondary gadgets (aka no impacts or C4)
Overall, Kapkan is better after the buff

I feel like tiers need to be split between solo pubs and a coordinated team. Like the biggest example is castle, monte, or glaz. In pubs they are a bit below average. In the right hands of a coordinated team they can be a great asset.
