Check their character profile, there'll be something at the bottom that says "challenge" and a button, which depends on what platform you're playing on. You can only challenge people that are the same or higher level than you

Might be abit buggy when you launch the game after an edit, (plays a random cinimatic) but it's totally fine. You can even sneak in moves not ment for cacs.
