She was always looking for something more, something bigger, someone more exciting. Not even a daughter could keep her interested for long. That's how Rachel is too. She's constantly seeking like her mother. Chloe is just her temporary greatest person in her life until she meets Frank. And then she leaves him too for someone else.

Rachel destroyed whatever chances she and Chloe had of being together (Even if she didn't disappear), but she did still care about Chloe on some level. Enough to continue being her friend and perhaps being the one who helped Max save Chloe and mature. Rachel chose to be secretive and do something that ended up getting her into some very, very, deep trouble, but her letter shows she hid the truth because she thought it was best for Chloe. I can't agree with that but that was what Rachel's mindset was. She knew she was going to end up hurting Chloe in one way or another and unfortunately died before she could do something to explain herself.
