At the end of the day the system is still based on a preexisting one. It won't create new classes if it doesn't need to or if there's no reason for it to do so. Like how Holmes was a Caster but when he came into a contract with Chaldea the world changed his class to Ruler. The world wasn't going to put him in that artificial class from the get go though.
