Just because a protectron isn't as smart doesn't mean Codsworth doesn't feel a certain sense of camaraderie. They are after all both civilian grade robots for domestic use.

Yeah but Super Mutants aren't getting produced anymore either, so cleaning them up in the Commonwealth would go back into the standard "regional security" role, which doesn't require the Elder and the primary force projection platforms (Liberty Prime and the Prydwen) of the entire chapter in the region, as the Institute itself as a potential antagonist did.

Obviously if any group in the commonwealth developed weapons or technology which could threaten the BoS power base along the east coast, they'd be back in the Commonwealth ready for war, but I'm sure once the Institute is defeated, after resting and cleanup from that campaign, the primary BoS strategic focus would move to other regions of potential interest; cleaning up NYC ruins or similar areas would be a priority to shore up supply and trade lines between the Capital Wasteland and the Commonwealth, or if The Pitt still has the force projection implied in it's DLC, much more potentially important than perpetually bullying commonwealth settlements.

I don't think Protectrons are meant for domestic use.

I think the problem is the vast majority of Protectrons you find in the game are of the simpleton variety, with only one or two in Nuka World being "smarter", whereas for Mr. Handy there are only a few in the whole game, and several of them are "smart".
