Scheherazade isn't really that weak, when fighting against Astolfo, Fergus, Mashu and Chevalier she was basically untouchable with Fergus and Astolfo unable to land any meaningful damage on her at all

Does Solomon even count? It's not really a full Order. It's more like Part 1 Epilogue.
Also things like Zero and CCC, while events, seemed to have just as much if not more effort put into them than the actual orders too, so it may be wise to count those if you're counting Solomon.
