Because she's a Ruler. Their job is presiding over a Grail War, sort of like what Kirei did. They have 2 Commands for every Servant in the war. Jeanne says in Orleans that for some reason in GO she's missing her Commands so is weaker than usual.

Rulers also normally have the ability to instantly know a Servant's true name upon sight. That's been stripped from her in GO too, and she also mentions that in Orleans.
