I'm 100% certain that Rockstar coded the AI to do shit like this on purpose. The game will purposefully spawn cars going through intersections at just the right speed to cut you off. NPC's will swerve hard to change lanes to cut you off and if you dodge them they'll just slowly go back into their own lane like nothing happened. Anything they can do to be obnoxious cunts they will.
