I'm wondering about that a lot too. I feel like they would need a bit of a push or some external situation to finally confess.
Maybe there is some gossip around the school and they overhear it and that ultra awkwardness and that leads to a confession? Maybe Ren gives the push needed? Those are the things I can think of but probably shitty desu. I can elaborate though.
I think Makoto most probably would be the one to confess though, I think Kawakami would hold herself back a lot due to being a teacher.
