That's the idea. Early designs lack intakes completely. Their engines had little power to them, so sparks weren't an issue for some time. They're anaerobic engines, if you will, much like chemical rockets. However, intakes also lower the fuel consumption due to the (minor) intake and the air flowing through the turbine contributing to it's movement. Liquid or otherwise stored oxygen could be injected into the mix to compensate for the "ragnite" intake at high altitudes too, but that requires setting aside storage space for it and would be more complex to implement, so it'd be limited to larger aircraft. Those points also apply to any engine-powered machine such as cars, trains and boats since they lack petrolleum in the setting. I guess that means aircraft could probably run underwater a la Macross Zero. With props.

Most likely you would see them as the cruise ships. Other uses that were suggested in the past are cargo transports and SAR vehicles for some terrain.
