Or limit her effect to 5pp and below spells.

There is no problem. I was talking this over with my mtg pro friends (kibbler and atog_anal_slave) and they agree the drawback and holding of cards that Oz requires is severe and that the meta will catch up and overtake her in time.

Breath: now is only a 6pp boardclear
Scyther: 3pp 2/2 removed bane without overflow, only gains rush with
Sybil: heals at the start instead at the end
Draconic: removed heal
Saha: follower effects no longer activate or follower gets banished after attacking
Bahamut: Banish your hand

You cannot. Ramp is inherently gamebreaking. It is either OP or useless.
You have to forget all about ramp and go for more thematic things such discard and pdk. Forget about identities. No such thing anymore unelss you are shadow.

ramp is fine, it's supposed to be "do nothing" turns so you can pla better shit earlier
healing or drawing cards while ramping is not

Remove overflow. Replace it with whatever mechanic that doesn't justify constantly feeding them with ramp up mechanics.
Either remove ramp up or make extra PP not spendable on neutral cards so we can still have good neutral legos without Dragon breaking the game.

I have no idea how he managed to climb so well with this deck. I've seen him get the 13 winstreak but almost every game seemed based on him starting first and topdecking albert and fangblades when needed. I tried the thing myself and you have abysmal winrate going second and even first you have people adding back Ceres to their decks and even Grimnir.
