There's no reason to move Arkhan around unless you're per-determinately balancing the map to accommodate whatever plans they have for Araby. It's not a solid confirmation by itself but there's literally no other reason to do something weird like this.

For those it is, they have a loyalty mechanic

But it is a thing. It's part of the "hey look it's some Attila or older features that we stripped off the main game and sold you back as DLC!!"

It's a pretty inconsequential mechanic though, once they drop below 5 loyalty all you do is recruit some units with them and it goes right back
